மின் இணைப்புடன் ஆதார் எண்ணை 31-ந் தேதிக்குள் இணைக்க வேண்டும்

 தமிழக சட்டசபையில் நடப்பு ஆண்டு 50 ஆயிரம் விவசாயிகளுக்கு இலவச மின்சார இணைப்புகள் வழங்கப்படும் என்று அறிவிக்கப்பட்டது. இதற்கான பணிகளில் மின்சார வாரிய அதிகாரிகள் தீவிரமாக ஈடுபட்டு வருகின்றனர்.

 இந்த நிலையில் பணிகளின் முன்னேற்றம் குறித்து சென்னை அண்ணா சாலையில் உள்ள மின்சார வாரிய தலைமை அலுவலகத்தில் ஆய்வு கூட்டம் நேற்று நடந்தது. மின்சாரத்துறை அமைச்சர் செந்தில் பாலாஜி தலைமை தாங்கினார். மேலாண்மை இயக்குனர் ராஜேஷ் லக்கானி உள்ளிட்ட துறை சார்ந்த அதிகாரிகள் பலர் கலந்து கொண்டனர். 

பின்னர் அமைச்சர் செந்தில் பாலாஜி நிருபர்களிடம் கூறியதாவது:- பொங்கலுக்கு முன்பாக இணைப்பு முதல்-அமைச்சர் ஆட்சி பொறுப்பேற்ற முதல் ஆண்டிலேயே 1 லட்சம் விவசாயிகளுக்கு இலவச மின்சார வழங்கும் திட்டத்தை தொடங்கி வைத்தார். ஒரு லட்சமாவது விவசாயியின் மின்சார இணைப்பு உத்தரவையும் வழங்கினார். அதேபோல் இந்த ஆண்டு 50 ஆயிரம் விவசாயிகளுக்கான மின்சார இணைப்பு வழங்கப்படும் என்று முதல்-அமைச்சரின் வழிகாட்டுதல் படி சட்டசபையில் அறிவிக்கப்பட்டு, கடந்த மாதம் 11-ந் தேதி கரூர் மாவட்டம் அரவக்குறிச்சியில் முதல்-அமைச்சர் 20 ஆயிரம் விவசாயிகளுக்கு மின்சார இணைப்பு வழங்குவதற்கான உத்தரவை வழங்கினார்.

கூடுதலாக 2 ஆண்டுகள் அவகாசம் - தமிழக அரசு முடிவு தற்போது 34 ஆயிரத்து 134 விவசாயிகளுக்கு இலவச மின்சார இணைப்பு வழங்கப்பட்டு உள்ளது. மீதமுள்ள 15 ஆயிரத்து 866 விவசாயிகளுக்கு வருகிற பொங்கல் திருநாளுக்கு முன்பு முழுவதுமாக மின்சார இணைப்பு வழங்கப்படும். 

தேவையான உதிரி பாகங்கள் ஒப்பந்தப்புள்ளி கோரப்பட்டு வாங்கப்பட்டு உள்ளது. தேவை இருந்தால் அதற்கும் ஏற்பாடு செய்யப்பட்டு உள்ளது. 31-ந் தேதிக்குள்... மின் இணைப்புடன் ஆதார் எண் இணைக்கும் திட்டத்தில், 2 கோடியே 67 லட்சம் மின்சார நுகர்வோர்களில், இதுவரை 1 கோடியே 20 லட்சம் பேர் ஆதார் எண்ணை இணைத்துள்ளனர். 

இந்த மாத இறுதிக்குள் (வருகிற 31-ந் தேதி) மின்சார இணைப்பு எண்ணுடன் ஆதார் எண்ணை இணைத்து கொள்ள வேண்டும். கடந்த 10 ஆண்டுகளில் 2 லட்சத்து 20 ஆயிரம் இணைப்புகள் மட்டுமே வழங்கப்பட்டு உள்ளது. மின் கட்டண உயர்வால் வருவாயை ஆண்டுக்கு ரூ.19 ஆயிரம் கோடி அளவில் உயர்த்த திட்டமிட்டு இருந்தோம். ஆனால் செலவுகளை குறைத்தபோது மாதம் ரூ.1,000 கோடி மட்டுமே கூடுதல் வருவாய் வந்துள்ளது. தற்போது ஏற்பட்ட புயலால் ஏற்பட்ட சேதம் குறித்து கணக்கிடப்பட்டு வருகிறது. 

 'ஸ்மார்ட்' மீட்டருக்கு விரைவில் ஒப்பந்தப்புள்ளி தற்போது 2 மாதத்திற்கு ஒரு முறை மின்சாரம் கணக்கு எடுக்கும் அளவில்தான் பணியாளர்கள் உள்ளனர். எனவே, வீடு வாரியாக கணக்கெடுக்கும் பணியாளர்கள் நியமனம் செய்ய வேண்டியுள்ளது. தொடர்ந்து 'ஸ்மார்ட்' மீட்டர் பொருத்துவதற்காக விரைவில் ஒப்பந்தப்புள்ளி கோரப்படும். 1½ ஆண்டுகளில் 80 சதவீதத்திற்கு மேல் முதல்-அமைச்சர் தேர்தல் வாக்குறுதியை நிறைவேற்றிவிட்டார்.

 மின்சார வாரியத்தை பொறுத்தவரையில், 20 ஆயிரம் மெகாவாட் கூடுதலாக மின்சாரம் உற்பத்தி செய்யும் திட்டம் செயல்படுத்தப்படும் என்று தேர்தல் வாக்குறுதியில் உள்ளது. மின்சார வாரியம் தொடங்கியதில் இருந்து 2021-ம் ஆண்டு வரை 32 ஆயிரத்து 500 மெகாவாட் தான் உற்பத்தி நிலை உள்ளது. அடுத்த 10 ஆண்டுகளில் 2030-ம் ஆண்டுக்குள் 65 ஆயிரம் மெகாவாட் என்ற அளவில் அதாவது தற்போது இருப்பதைவிட இரட்டிப்பாக்கும் நிலையில் உற்பத்தி நிலையை உயர்த்துவதற்கான திட்டங்கள் செயல்பாட்டுக்கு வந்துள்ளது. மின்சார வாரியத்தில் கடன் நிலை, நிதி சுமை உள்ளதை மேம்படுத்தப்பட வேண்டி உள்ளது. வருவாய் அதிகரிப்பு கடந்த ஆட்சியில் மாதம் ரூ.7 கோடிதான் வருவாய் வந்தது. 

சராசரியாக ஆண்டுக்கு ரூ.70 கோடி முதல் 77 கோடிதான் வருவாய் வந்தது. தற்போது ரூ.80 கோடியாக உயர்த்தப்பட்டு உள்ளது. மாதம் ரூ.7 கோடி வந்த இடத்தில் தற்போது ரூ.13 கோடியே 71 லட்சம் வருவாய் வருகிறது. வட்டியை பொறுத்தவரையில் 13 சதவீதத்தில் இருந்து 10 சதவீதமாக குறைக்கப்பட்டு உள்ளது. இதன் மூலம் வட்டி மாதம் ரூ.84 கோடி குறைக்கப்பட்டு உள்ளது. செலவை குறைத்து வருவாயை பெருக்க மின்சார வாரியம் செயல்பட்டு வருகிறது. 3 ஆண்டுகளில் வருவாயும், செலவும் சரி செய்யப்படும்.

  It was announced in the Tamil Nadu Assembly that 50 thousand farmers will be provided with free electricity connections this year. Electricity Board officials are actively involved in this work.

  A review meeting was held yesterday at the head office of the Electricity Board at Anna Road, Chennai regarding the progress of the works. Power Minister Senthil Balaji presided. Many departmental officials including Managing Director Rajesh Lakhani were present.

Later, Minister Senthil Balaji told the reporters:- Before Pongal, the Prime Minister initiated the scheme of providing free electricity to 1 lakh farmers in the first year of his tenure. He also issued an order for electricity connection of at least one lakh farmers. Similarly, it was announced in the assembly that 50 thousand farmers will be provided electricity connection this year according to the direction of the Chief Minister, and on 11th of last month, the Chief Minister gave an order to provide electricity connection to 20 thousand farmers in Aravakurichi, Karur district.

Additional 2 years - Tamil Nadu government decision Currently 34 thousand 134 farmers have been provided with free electricity connection. The remaining 15 thousand 866 farmers will be provided complete electricity connection before the upcoming Pongal festival.

Necessary spare parts have been quoted and procured. Arrangements are also made for that if required. By the date of 31... in the scheme of linking Aadhaar number with electricity connection, out of 2 crore 67 lakh electricity consumers, 1 crore 20 lakh people have linked Aadhaar number so far.

Aadhaar number should be linked with electricity connection number by the end of this month (on 31st of next month). In the last 10 years only 2 lakh 20 thousand links have been given. We had planned to increase the revenue to the level of Rs.19 thousand crore per year due to the increase in electricity tariff. But when expenses were cut, only Rs 1,000 crore in additional revenue came in per month. The damage caused by the storm is currently being assessed.

  Contract price for 'smart' meter soon Currently, the workforce is limited to bi-monthly electricity billers. Therefore, there is a need to appoint house-wise survey staff. Quotations will soon be sought for installation of 'smart' meters on a regular basis. In 1½ years, more than 80 per cent of the Prime Minister's election promises have been fulfilled.

  As far as the Electricity Board is concerned, the election promise includes the implementation of an additional 20,000 MW power generation project. Since the inception of the Electricity Board till the year 2021, the production level is only 32 thousand 500 MW. In the next 10 years, plans are underway to increase the generation level to 65,000 MW by 2030, doubling the current level. Debt level, financial burden in Electricity Board needs to be improved. Increase in revenue Last regime's revenue was Rs 7 crore per month.

Average annual revenue was Rs 70 crore to 77 crore. Now it has been increased to Rs.80 crore. Where it used to be Rs.7 crores per month, now the revenue is Rs.13 crores and 71 lakhs. Interest has been reduced from 13 percent to 10 percent. Through this, interest has been reduced by Rs.84 crore per month. The Electricity Board is working to reduce costs and increase revenue. Income and expenditure will be fixed in 3 years.
